Tony Arnold - President

Having grown up in the electrical industry, Tony Arnold has seen firsthand the everyday issues which impact electrical contracting businesses. It is this experience that has led Tony to his position on the ECA council.

Tony's second generation family business, Arnold Electrical & Data Installations , has grown consistently with the many and varied ups and downs of the past decades. He has been witness to the many changes which have occurred within the association and its membership base. In his role of Councillor, Tony wishes to give back to the electrical industry which has provided him with invaluable working relationships and friendships.

Richard Flanagan - Immediate Past President

Richard Flanagan has a long history in the electrical industry, building his career as a licenced electrician and having been Managing Director of his own successful electrical engineering and contracting company for nearly 30 years. Richard has a passion for training, and has taken on over 300 apprentices in the course of his career. He also spent over 15 years teaching electrical apprentices and electricians at the Gold Coast Institute of TAFE. His dedication is reflected in his position on the Gold Coast Institute of TAFE Board, and he was publicly recognised when the new Electrotechnology building at the TAFE was named in his honour in 2012.

His devotion to the industry has led to him being elected to the role of President at the Electrical Contractors Association and Chair of the Master Electricians Australia Board. Richard is also a member or chair of several other key boards and associations, including the Queensland Electrical Safety Board, the Joint Industry Training Company, the Contracting Industry Redundancy Trust.

Bill Bartley

William (Bill) Bartley - Senior Vice President

Bill is currently the Managing Director of CEQ Electrical , which employs a staff of 70, concentrating on medium sized commercial and industrial projects throughout Queensland. Bill has been actively involved in the Queensland Electrical Contracting Industry since 1969, when he started his apprenticeship with Kennedy & Middleton.

He has held senior positions as General Manager of John Goss Projects and joint Managing Director of Logan City Electrical. Bill has attained certificates in Contract Law, Contract Administration, Management Practices, and Team Building.


Chris Lehmann - Junior Vice President

Chris Lehmann owns and operates electrical contracting business Tradesmen on Time , which currently employs four people. Chris has a particular interest in mentoring and training of young people into the trade, and promoting safety and professionalism in the industry through programs like Master Electricians and Safety Connect.

Having previously served on the ECA board for 2 ½ years from 2010-2012, he is still involved in the Skills Shortage sub-committee.

Tammy Stanton

Tammy Stanton - Treasurer

Tammy is a co-director of Platinum Electrical Morningside which has held ECA membership for over six years. Since Beltec Electrical’s inception in 2003, Tammy sees firsthand the issues and challenges facing the electrical contracting industry.

She holds a Degree in Information Technology with post graduate qualifications in project management and training and assessment. Tammy’s extensive industry experience in addition to being the first female ever elected, allows her to bring a distinct perspective to the ECA Council.

Vince Whelan

Vince Whelan - Councillor

Vince Whelan is the owner/operator of Whelan Electrical Services P/L , a medium-sized specialist electrical contracting business on the Sunshine Coast. His business is essentially water and waste water engineering, designs and constructs municipal pumping stations and switchboards and industrial maintenance. Vince has been in the electrical industry for 36 years.

As Sunshine Coast Branch Coordinator and with a Diploma in Electrical Engineering, Vince is well qualified to serve the members of Queensland on the Board of ECA.

Owen Blamires

Owen Blamires - Councillor

As an electrical contractor for the past 29 years in the domestic, commercial, and industrial areas, Owen Blamires has always promoted and upheld the high standards of the electrical industry to his staff and the public. Owen has a strong commitment to the electrical industry, especially in the areas of training and safety.

Owen has been an ECA member for the past 19 years and served on the ECA Board for the past nine years. Owen came to ECA with an endeavour to represent grassroots members and further the objectives of ECA and benefits of a modern association to all members.

John Horan - Councillor

John has more than 20 years experience in the Electrical industry, holds an MBA, and founded North Queensland based Electrical Company Horan and Bird in 2004.

Horan and Bird, winner of the Australian Service Business of the year in 2012, employs nearly 100 people and is currently one of the largest Solar installers in Australia. In 2011 they were proud to build the first Renewable Energy Centre in Queensland for research and development innovation in Australian energy solutions.

Steve Downey - Councillor

Steve Downey is currently Managing Director of Jantec Compliance, which specialises in compliance auditing of hazardous areas and high voltage electrical installations as well as machine guarding and safety systems. Prior to this, he owned an industrial automation engineering business and worked in the mining and sugar industries.

Before taking up the MEA Board position, Steve served in the council of ECAQ for 21 years and represented the members on a number of standards technical committees.

Ian Kennedy - Councillor

Ian began his career in the electrical industry with an apprenticeship at SEQEB (now Energex). He worked as an Electrical Superintendent in WA mines then in consulting engineering firms in Townsville and Brisbane. In 2007, Ian took over Whiteford Electrical in his first electrical contractor role and is now Managing Director of kW electric.

Ian has a BEng Electrical, is a Register Professional Engineer Qld and has trade qualifications in Solar and Hazardous Areas.
