New Bill Targets Integrity and Compliance in Labour Hire Sector
The Victorian Government has introduced the Labour Hire Legislation Amendment (Licensing) Bill to crack down on criminal and unlawful conduct in the construction industry.
The Bill will expand the powers of the Labour Hire Authority, allowing it to better prevent individuals or businesses with links to criminal organisations from obtaining or operating labour hire licences.
The proposed amendments also aim to:
* Strengthen the 'fit and proper person' test for licence holders;
*Introduce a new criminal offence for causing or threatening detriment to anyone who makes a complaint to Workforce Inspectorate Victoria (WIV); and
* Enable the Labour Hire Authority to publish more detailed information about licensing decisions, improving transparency and accountability.
Of particular interest, the Bill also proposes changes to clarify the coverage of labour hire licensing. MEA will be closely monitoring this reform to ensure that the definition continues to exclude genuine contracting for services which impacts our members.
