Earlier this year, MEA responded to the Victorian Government’s consultation on the Building Electrification Regulatory Impact Statement, which sought feedback on plans to electrify residential and commercial buildings.

In line with our core Consumer Energy Resources (CER) policy, we supported full electrification of all existing and future residential and commercial properties (with exceptions).

We raised concerns that the Government’s preferred option, which excluded existing commercial buildings, risked undermining the State’s emissions reduction targets and delaying an inevitable transition.

The Victorian Government has since announced the outcome.

The table below outlines which building types will be required to transition to electric-only, including commercial kitchens:

Existing Owner-Occupier Properties 1 March 2027

  • If a gas hot water appliance breaks and cannot be repaired, it must be replaced with an electric alternative.
  • No requirement to upgrade gas space heating or stovetop cooking.
Rental Properties

 

 

1 March 2027

  • If a heating or hot water appliance breaks and cannot be repaired, it must be replaced with a high-efficiency electric option (e.g., reverse cycle air-conditioner or heat pump water heater).
  • No requirement to upgrade stovetop gas cooking to electric.

1 July 2030

  • Efficient electric cooling must be installed in the living area of all rental properties, regardless of lease status.
